treaty between Arcane Spire and Sierota Empire

Hereby it's declared that Arcane Spire, ruled by Licios, is part of the Sierota Empire, while retaining it's independence within it's area, that location of Arcane Spire will not be revealed to anyone without direct allowance from Licios himself. Also, no member or leader will have higher authority than Licios while dealing with any business concerning Arcane spire. In return, Members of the Arcane Spire will aid Sierota empire in it's fight agains the Kingdom of Oren, whenever it's power is needed.
