All cities and settlements on Oren land without a Duke appointed by the King north of the Whisper Isles are declare d to not be safe from Undead attacks. Henceforth, for the good of the inhabitants of those settlemen ts, such settlements shall be emptied and the inhabitants will be moved to protected cities, such as Al'Khazar, Kramoro, Whisper Isles, and Winterfell.
