Proposal: Supreme Rule

I propose we write a set of bills, including your sovereignty over this Kingdom, and your supreme rule over your council. I ask this for it seems you have no acts in place, and Alras is in absolute freedom. If you think the writing not needed, I can assure you I can write, and you can sign.
