Orc Military Rising Problems

The orcs have started making travelers travelling past whispering isles or towards it taxes of 80 minas. I've watched several citizens die. I wasn't able to do anything. They have five guards at once usually collecting taxes, with full iron armor. The orcs are growing more  and more organized.
